In November of 2006, the Pottsville Lasting Legacy Committee retained Prodesign Plus, P.C. to prepare design development drawings for the Veterans Memorial and Congressional Medal of Honor Memorial. The Veterans Memorial, which was located at Garfield Square, along with the existing flagpoles were relocated to the General George A. Joulwan Park. Also the new Congressional Medal of Honor would be located there as well. We incorporated a sitting area for meditation and a patio for both memorials. The "Memorial Garden" cost approximately $31,000 and was paid for by donations. Pottsville's Lasting Legacy Committee raised $20,000 for landscaping and development of the 1,200 square foot "Memorial Garden." Pottsville Joint Veterans raised $6,000 to commission a Schuylkill County Congressional Medal of Honor Monument. The City received a $5,000 state community reinvestment grant through State Representative Tim Seip, D-125 to pave the park's parking area.
